| On 24 March 2014, ORSAM, in partnership with the Center for Strategic Research (SAM) and the Mosul University Department of Turkish Language and Literature organized a panel entitled “Changing Equilibrium in the Middle East and Turkey-Iraq Relations” in Mosul. Assoc. Prof. Mesut Özcan, Chairman of SAM, Assoc. Prof. Şaban Kardaş, ORSAM President, Assist. Prof. Murat Yeşiltaş, SAM Advisor, and Bilgay Duman, ORSAM Researcher, attended the panel as speakers. In addition to the lecturers and students from the Mosul University, Öztürk Yılmaz, Consul General of the Republic of Turkey and diplomats in Mosul, followed the panel. Assist. Prof. Murat Yeşiltaş elaborated on Turkey's Foreign Policy in the last ten years. Yeşiltaş underlined that Turkey's foreign policy has gone through transformation to respond to the changes in international politics, adding that this transformation was based on three principles. He maintained that these three principal changes were experienced in Turkish foreign policy in terms of its method, mentality and strategic vision. Secondly, Bilgay Duman shared his views on Turkey's Iraq policy and the future of Turkey-Iraq relations. After stating that there were two main parameters in Turkey's Iraq policy, Duman expressed that Turkey acted on the basis of maintaining Iraq's territorial integrity and political unity after the US invasion. As for the second parameter, Turkey has undertaken several steps for Iraq's stability, Duman added. Assoc. Prof. Mesut Özcan discussed the economic relations between Turkey and Iraq. Indicating that Iraq tops Turkey's foreign trade partners list, Özcan underlined that Iraq was an extremely important economic partner for Turkey. After noting that the trade volume between Turkey and Iraq had reached 12 billion dollars and it was planned to reach 15 billion dollars this year; Özcan added the economic relations between two countries would increasingly strengthen. Assoc. Prof. Şaban Kardaş shared his views about Turkey's regional policies after the Arab Spring. He indicated that Turkey, having put weight on the regional economic relations as partof its new foreign policy mentality, deepened its interaction with not only the Middle East but also other regions as Caucasus and the Balkans. He put emphasis on Turkey's policies to act as a problem-solver, peace and stability producer actor throughout the Arab Spring process. The panel was concluded with the question-answer session. During the visit of the ORSAM, SAM delegation in Mosul, they held meetings with Etil Nuceyfi, Governer of Mosul, Nurettin Kaplan, Deputy President of General Assembly in Mosul Province, members of General Assembly in Mosul Province, Representatives of Mosul Culture Center and Prof. Abu Sa’eed Dewachi, Rector of Mosul University. In the meetings, the sides exchanged opinions on ways to strengthen the relations between ORSAM, SAM and the institutions in Mosul, as well as opportunities for cooperation between Turkey and Iraq. Besides, Turkish delegation met with Turkmen Members of General Assembly in Mosul Province at a business dinner. Turkmen authorities informed about the problems of Turkmens living in Mosul and their expectations about the elections. |
