ORSAM in coordination with Department of International Relations in TOBB ETU, and Austrian Embassy held conference entitled “Which Effects Will The New Government in Iraq Have on The Future of The ISIS in Iraq and Beyond?”. Diplomatic officials, media representatives, academics, bureaucrats and students attended the conference where Gudrun Harrer was speaker.
 
Dr. Gudrun Harrer, in his speech, analysed fundamental state organization that formed after US occupation in Iraq and Iraq's reconstruction process as well as he asserted how this process had produced ISIS with details. Harrer, by saying that ISIS is an ideological and practical result of the US invasion in Iraq, stated that gaps in post-invasion Iraq by USA led to the strengthening of ISIS. Then, he highlighted deepening impact of sectarianism and draw attention to the fact that sides, which excluded from politics or could not be part of political process, have used sectarian identities as a mask to be effective in politics, which also deepen polarization and division in Iraq. Moreover Harrer evaluated ISIS as a reflection to exclusion of Sunni Arabs from politics in Iraq and as a result, ISIS find the base geography inhabited by Arabs. Therefore, according to Harrer, it is not possible to find a solution to ISIS issue in short term. In this context he highlighted the importance of inclusion of all political sides in Iraqi politics. Despite the fact that new government under the leadership of Prime Minister Haidar al-Abadi, which formed following elections on 30 April 2014, more balanced than previous ones, he argued that this government is not qualified to cope with the Iraq problem. The conference ended following the question and answer session.
