PROJECT TRAINING FOR TURKMEN STUDENTS

On March 14, 2009, ORSAM and Turkmen Culture Center jointly organized a “Project Cycle Training” programme aimed at Turkmen youths. Gözde Dizdar from the International Republicans Institute chaired the presentation that took place in the conference hall of the Turkmen Culture Centre building. The training conference drew a large number of participants from the Turkmen students studying in Ankara. The programme was aimed at providing the participants with information on the concept of non-governmental organizations (NGOs) and the missions, visions and the field of activity of the NGOs. In the meeting, the resource constraints of the NGOs were examined under two headings; namely the human resources and the financial resources. Ways to cope with the resource constraints were also discussed. An emphasis was placed on the need for the NGOs to identify the instruments and the targets masses clearly and to search for resources within these parameters. The programme highlighted the need to make a distinction between idea and project. The concept of project was described as the entire set of activities which are planned to achieve some clearly defined aims on a certain place, within a certain period of time and with a certain amount of budget. It was further explained that a project cycle was composed of such stages as setting the idea of the project, analyzing the idea, preliminary assessment, financing, implementation and assessment. The programme also offered a range of fundamental requirements of success and insights into the causes of failure, supporting them with examples of project implementations.
