A Preliminary Critique of the 2025 Iraqi Parliamentary Elections: Mosul

The parliamentary elections scheduled for November 11, 2025, in Iraq represent a critical turning point that will shape the country’s future political trajectory. In this electoral process, Nineveh stands out as both Iraq’s second most populous province and, with its 31 parliamentary seats, the center with the second-largest representation after Baghdad. Therefore, the political dynamics in Mosul have the potential to directly influence not only local balances but also the distribution of power on a national scale.

This study will examine the overall pre-election landscape of Mosul through four main themes. First, the profile of Mosul will be explored, focusing on the city’s geostrategic significance, historical background, social structure, and the transformations experienced in the post-DAESH period. Next, under the heading “Mosul’s Electoral Experience,” the outcomes of past elections and the ways these experiences have shaped the current context will be assessed. Third, the role of key actors in both local and national politics will be analyzed in the section titled “Key Actors in Mosul.” Finally, the chapter on “Election Themes in Mosul” will address the decisive influence of security, development, and sectarian politics on the electoral environment.
